Consul General of Costa Rica in Houston Mr. Espinoza is a career diplomat with 19 years of experience in the Costa Rican Foreign Service. He has a law degree from the Law Faculty of the University of Costa Rica (UCR) and a Master degree on Foreign Affairs and International Law from the Complutense Univesity of Madrid. Former Consul General of Costa Rica in Austria, Alternate Representative of Costa Rica to the International Organizations in Vienna and Political Counselor at the Embassy of Costa Rica in Guatemala. Mr. Espinoza worked in the private sector as a legal consultant at KPMG Costa Rica, before joining the Costa Rican Foreign Service.
Mr. Espinoza was appointed Consul General of Costa Rica in Houston in January 2018. In March 2023 Mr. Espinosa was elected Dean of the Consular Corps of Houston. He is married and has 2 sons.
